lol yeah im sorry, at first i wanted to submit it but then i wasnt sure if i wanted to use it for my website or not but i think im gonna re-submit it with three other web templates i think they all look really good.

I use Paint Shop Pro. I have Photoshop, but I'm too lazy to try and learn how to use it. Why change a good thing, you know?

For the most part, yeah. I added some raster layers for some shadow and the glow around the sparkles, but that's it.
